agile software development is widely adopted in software organizations. however, adopting agile to large-scale and complex projects is a difficult task due to challenges. this paper explored the challenges of adopting less agile framework for software development projects incorporating nist security framework using sdn architecture in a software organization. the team composition considered were software engineers, nist experts, sdn experts and network engineers. a responsibility matrix encompassing eight challenges of nist framework and skill levels of the four teams were charted. applying a mathematical model using skillset probability, probability impact and probability challenge the optimal hr scores were computed according to a standard staircase function. machine/deep learning models namely, multi-layer perceptron, linear regression, decision tree and svm based multi-output regression models, were deployed to train and improve the prediction accuracy of hr scores. this empirical work attempted to highlight the software development challenges using less agile framework and how the precise team compositions and allocations can help mitigate some such challenges.
